The applicant, Chris Down, has now taken his proposal to appeal.
This means that the planning inspectorate will now consider the application, although a date has not yet been fixed.
The application drew almost 200 objections from nearby residents.
The application included two large buildings and a large slurry “lagoon.”
EDDC rejected the application last October, on visual impact grounds as well as a potential impact on a site of special scientific interest – Aylesbeare Common.
