• 185 houses approved for Ottery

  • The approval is on land between The King’s School and Strawberry Lane and is halfway up the hill out of Ottery towards West Hill. 

    The land is allocated for housing in EDDC’s draft Local Plan.

    The following is an excerpt from the planning officer’s report, which recommended approval:

    “Planning permission is sought for the development of this site for 185 dwellings with associated infrastructure. Permission is sought in outline only with all matters reserved with the exception of access.

    The site the subject of this application falls outside the current development boundary for the town of Ottery St Mary.

    However it can be evidenced that the weight that should be attributed to the plan-led “policy” approach is currently limited by other material considerations most notably the lack of a 5 year land supply and in the face of this the need to encourage sustainable development to address the shortfall.

    In this instance the scheme has the potential to deliver housing and affordable housing and as such make progress towards meeting the District’s current under supply of housing. In addition the development would assist with the provision of construction jobs and potential future employment as well as the resulting spin offs which all weigh in favour of the application meeting the social and economic aims of sustainable development.

    While some landscape harm and the permanent loss of agricultural land weigh against the scheme (the environmental elements), these are not considered to outweigh the benefits identified. In addition, while this application must be treated wholly as a departure application at the current time, it is not considered that its delivery would prejudice the emerging plan which recognises this as a potential site allocation.”
